The mobile operator has introduced a plan that offers subscribers unlimited voice, text and 3GB of data to and from all EU countries and the French overseas territories.
The “Sensation” plan costs €29.99 a month with no handset or tie-in period, or €36.99 with a handset, and will be available from 24 February.
Bouygues’ announcement comes after Neelie Kroes, Vice-President of the European Commission (EC), warned operators last month that they would face more regulation if they do not scrap roaming fees.
In September, the EC announced that operators would be banned from charging for incoming calls from July 2014.
According to a Juniper Research report last week, the current EC proposals will see roaming revenues from voice, SMS and data decline by over 20 percent in 2016.
Nevertheless, Bouygues hopes its move will boost its position in the French mobile market that has seen a price war since the beginning of 2012, following the arrival of Free Mobile.
Free Mobile currently offers inclusive roaming in Italy, Portugal and all French-administered territories for 35 days a year at no extra charge.
Meanwhile, Orange France allows users to make 30 minutes of calls, send 50 texts and use 100MB of data for €10 via its Go Europe pass.
